The mandate creates the right to the discount, not automatic application at renewal. This procedural gap persists because the statute says nothing about application mechanics. If the carrier applies the discount mid-term, most will issue a prorated credit for the remaining months of the policy period. If they apply it only at the next renewal, ask whether the discount will auto-renew or whether you will need to refile the certificate when it expires.
